National Leadership Streamlined Sales Tax Governing Board, Inc.

South Dakota is actively working on several National issues one of which is the Main Street Fairness Act which is a bill that has been dropped in Congress in Washington, DC.

I have been appointed to the Streamlined Sales Tax Governing Board, Inc.

The Streamlined Sales Tax Agreement is the result of the cooperative effort of 44 states, the District of Columbia, local governments and the business community to simplify sales and use tax collection and administration by retailers and states. The Agreement minimizes costs and administrative burdens on retailers that collect sales tax, particularly retailers operating in multiple states. It encourages "remote sellers" selling over the Internet and by mail order to collect tax on sales to customers living in the Streamlined states. It levels the playing field so that local "brick-and-mortar" stores and remote sellers operate under the same rules. This Agreement ensures that all retailers can conduct their business in a fair, competitive environment.

In addition my position on the National Governing Board; I also sit on 2 sub-committees: Compliance Review and Interpretation Committee and the Telecommunications Task Force.

The Compliance Review and Interpretation Committee is a committee that is charged with ensuring all members of the Agreement are following the rules. Annually, my committee reviews sales tax laws from all member states to ensure they are not in violation of the Sales Tax Agreement. This helps retailers on Main Street, small town, South Dakota.

The Telecommunications Task Force has recently been formed in the last 6 months to review Telecommunications taxes nationwide and looking for common denominators to make sure this industry is also included in the Federal legislation, the Main Street Fairness Act.

I have been appointed to serve on the NCSL Executive Committee's Task Force on State and Local Taxation of Communications and Electronic Commerce.

This task force, in its early years, was instrumental in crafting the interstate streamlined sales tax agreement and in assisting state legislatures as they considered implementing the agreement. The leaders and members of the task force have been invaluable in lobbying Congress to adopt federal streamlined sales tax legislation. In addition, the task force continues to consider a variety of issues related to taxation of telecommunications.
